In a significant move aimed at reforming teacher recruitment, the Maharashtra government is planning to grant additional weightage to clock-hour basis (CHB) teachers during upcoming recruitment drives. The decision comes as the state increasingly relies on these teachers to fill gaps in higher education institutions.

The proposal is expected to benefit thousands of CHB teachers who have been working for years without job security, offering them a better chance at securing permanent teaching positions.

What the New Policy Proposes

According to officials, the Higher and Technical Education Department is working on a system where CHB teachers will receive credit points based on their teaching experience during recruitment for more than 5,000 sanctioned posts.

Key highlights of the proposal include:

  • Experience-based weightage for CHB teachers
  • Credit points likely capped at 10 marks
  • More experienced teachers to receive higher scores
  • Applicable in upcoming government and aided college recruitments

The final decision on how these points will be calculated will be taken by the state’s academic advisory body, MahaSARC, which includes vice-chancellors from state universities.

Why This Decision Matters

Initially, CHB teachers were hired as a temporary solution to address faculty shortages. However, over time, they have become a core part of the teaching workforce, especially in government-aided colleges.

Despite their growing importance, these teachers often face:

  • Lack of job security
  • Delayed salary payments
  • No formal recognition of experience

This new weightage system aims to correct that imbalance by formally acknowledging their contribution.

Centralised Portal for Recruitment and Salary

Alongside weightage benefits, the government is also planning to launch a centralised digital portal to streamline the recruitment and management of CHB teachers.

The portal is expected to:

  • Maintain a database of teachers’ qualifications and experience
  • Standardise appointment processes
  • Enable direct salary disbursement, similar to full-time faculty
  • Improve transparency and efficiency

Officials say the absence of a structured system has been a major issue so far, and the portal will address these gaps.

Part of Broader Recruitment Reforms

This move aligns with Maharashtra’s ongoing efforts to make faculty recruitment more transparent and merit-based.

Earlier reforms introduced structured evaluation systems, including weightage for academic performance, teaching skills, and interviews, to ensure fairness in hiring.

Adding experience-based credit for CHB teachers is seen as the next step in making the system more inclusive.

Concerns and Challenges

While the proposal has been widely welcomed, some concerns remain:

  • Colleges are demanding faster approval of vacant posts to speed up recruitment
  • Questions about how fairly credit points will be distributed
  • Balancing opportunities between CHB teachers and fresh candidates

Experts suggest that proper implementation and transparency will be key to the success of this policy.
