India’s Higher Education Revolution: Expanding Access, Enhancing Quality, and Promoting Gender Inclusivity

India’s higher education sector has undergone a profound transformation in the past decade, marked by significant advancements in accessibility, quality, and inclusivity. Shri Dharmendra Pradhan, addressing a press conference in New Delhi, emphasized the key achievements under the Ministry of Education’s ongoing reforms.


1. Expansion of Higher Education Institutions (HEIs)

  • Increase in Institutions: Total HEIs grew by 13.8%, from 51,534 in 2014-15 to 58,643 in 2022-23.
  • Growth in Universities: The number of universities surged by 59.6%, from 760 to 1,213.
  • Expansion of Colleges: The number of colleges increased by 21.1%, from 38,498 to 46,624.
  • New Premier Institutions: 42 new institutions were established, including 8 Central Universities, 7 IITs, 8 IIMs, and 16 IIITs from 2014 to 2024.

2. Surge in Student Enrollment

  • Total Enrollment: Enrollment in higher education rose by 30.5%, from 3.42 crore in 2014-15 to 4.46 crore in 2022-23.
  • Gender Inclusivity: Female enrollment grew by 38.4%, from 1.57 crore to 2.18 crore, with a 23% rise in women enrolling in STEM courses, rising from 35.14 lakhs to 43.03 lakh.

3. Mission Recruitment and Employment

  • Recruitment Growth: 52,482 candidates were recruited from May 2014 to October 2024, doubling the previous decade’s recruitment figures.

4. One Nation One Subscription (ONOS)

  • Research Accessibility: The ONOS scheme provides access to over 13,000 e-journals for students, researchers, and faculty across disciplines. A Rs. 6,000 crore budget has been allocated for 2025-2027.

5. Centers of Excellence in AI

  • Focused Research: India established three Centers of Excellence for AI, focusing on health, sustainable cities, and agriculture, with a funding outlay of ₹990 crore.

6. Research Parks and Industry-Academia Collaboration

  • Boosting Innovation: The establishment of research parks at IITs and IISc aims to foster a vibrant ecosystem of innovation and industry collaboration. In addition, 13 more research parks are planned across various IITs.

7. Promotion of Multilingualism

  • Language Inclusivity: National level entrance exams like JEE, NEET, and CUET are now available in 13 languages, ensuring broader access for students across the nation.

8. Academic Bank of Credit (ABC) and Digital Transformation

  • Credit System: The Academic Bank of Credit, launched in 2021, has registered 2,247 HEIs and mapped over 2 crore student records.
  • Digital Solutions: Platforms like SWAYAM, SAMARTH, and SATHEE are helping students with online courses, campus digitization, and competitive exam coaching.

9. National Recognition and Global Rankings

  • QS World University Rankings: India saw a 318% rise in the number of HEIs ranked in QS World University Rankings, with 46 Indian institutions featured in the 2025 edition+

10. Book Promotion

  • There has been substantive increase in the footfall in National Book Fair organized by Ministry of Education. The footfall is increase 4 lakhs to 19 lakhs in 2024.

11. Smart India Hackathon and Innovation

  • Hackathon Growth: Since its inception in 2017, the Smart India Hackathon has witnessed a seven-fold increase in team participation, with over 2 lakh teams and approx, 14 lakhs students have participating to date.
