The Maharashtra government has introduced significant relaxations in promotion eligibility norms for faculty members in government and aided diploma and degree institutes by amending the Career Advancement Scheme (CAS) — a move expected to benefit thousands of lecturers long affected by strict qualification criteria and training requirements.

A new Government Resolution (GR) issued on Wednesday has substantially diluted several eligibility conditions under the CAS — the framework that governs promotions, salary bands, and career progression for faculty in educational institutions regulated by the Directorate of Technical Education, Maharashtra.

The updated norms ease academic, training, and qualification conditions for promotions, particularly benefiting faculty members who were previously ineligible due to stringent requirements.
✅ Retroactive Benefits for Contract Teachers
Lecturers who were regularised from contractual or temporary appointments and had been granted time until December 31, 2023, to complete refresher or mandatory courses will now receive CAS benefits retroactively. Even if such courses are completed late, the benefits will be applied from the date of completion.

📌 PhD Requirement Waived for Senior Faculty
One of the most significant changes is the waiver of the mandatory PhD qualification for placement in a higher pay band (Pay Band-4) under the Sixth Pay Commission structure for faculty appointed before March 5, 2010. This condition had previously blocked many senior educators from advancing in their careers.
📌 Qualification Recognition Based on Original Appointments
- Lecturers appointed in 2003 and 2004 in Science and Humanities streams will now receive CAS benefits based on their MA or MSc qualifications, reverting to the practice under the Fifth Pay Commission, instead of strict later norms.
- Contract or temporary lecturers from 2003–04 are also exempt from the previous requirement to hold ME/MTech degrees for CAS eligibility.
📌 Time Window for Compliance
For faculty appointed after 2003–04, a three-year period from the date of the present GR has been granted to acquire the prescribed qualifications. While benefits will not accrue immediately, financial advantages will be applied retrospectively once requirements are met.

English lecturers regularised from contractual service in 2015–16 can now avail full CAS benefits based on the qualifications applicable at the time of their appointment, rather than being judged under stricter subsequent criteria.
